Intro To IRC Added To COMP-E Forum

In thinking of what I should upload first to the comp-e.com forum, it occurred to me that most ‘live support’ for ECE and CSE related stuff is usually found on IRC.  Therefore I decided to make a nice tutorial for any beginner out there looking to stop by Freenode or any other channel.     I Just Got Chat Zilla and was able to set things up nicely.
